Wagub Kandouw Serahkan Surat Kemendagri, Adolf Binilang Sah! Plh Bupati Kepulauan Talaud
Sulut, sulutexpress.com-Pemprov Sulut dalam hal ini Wakil Gubernur Sulut Drs Steven OE Kandouw menyerahkan Surat Kementerian Dalam Negeri terkait jabatan Sekertaris Daerah Kabupaten Kepulauan Talaud Adolf Binilang yang ditunjuk sebagai pejabat pelaksana tugas sehari-hari (Plh) Bupati Kabupaten Kepulauan Talaud, setelah masa jabatan Bupati dan Wakil Bupati, Sri Wahyuni Manalip dan Simon Petrus Tuange (2014 – 2019) berakhir pada Minggu (21/07/19).
Penyerahan surat Kemendagri diterima langsung Sekdakab Adolf Binilang yang dilaksanakan di GKIC Novotel Manado, Sabtu (20/07/19).
Dalam kesempatan tersebut, Staf Ahli Gubernur Christian Talumepa SH MH dan Kepala Biro Pemerintahan dan OTDA Setda Pemprov Sulut DR Jemmy Kumendong MSi menjadi Saksi atas penyerahan surat Kemendagri.
Plh Bupati Kabupaten Kepulauan Talaud dilakukan, dengan alasan agar tidak terjadi kekosongan roda pemerintahan di wilayah tersebut.
Wakil Gubernur Sulut Drs Steven OE Kandouw mengatakan, roda pemerintahan daerah Kabupaten Kepulauan Talaud, harus diisi setelah masa jabatan Bupati dan Wakil Bupati berakhir, sehingga tidak terjadi kekosongan pemerintahan.
Plh Bupati Kabupaten Kepulauan Talaud Adolf Binilang kepada sejumlah media usai menerima tugas tersebut mengatakan, dirinya akan menjalankan perintah undang-undang dengan baik, dan tetap melakukan koordinasi dengan pemerintah pusat, pun pemerintah Provinsi Sulut.
“Saya sebagai Sekda definitif, mendapat tugas untuk melaksanakan tugas sehari-hari kepala daerah Bupati Talaud. Koordinasi dengan pemerintah provinsi tetap jalan, termasuk konsolidasi internal Pemkab Talaud dan Forkopimda Talaud, juga dengan masyarakat di Talaud,” tandas Adolf Binilang.
Diketahui, Masa Jabatan Bupati dan Wakil Bupati Kepulauan Talaud, Sri Wahyuni Manalip (SWM) dan Petrus Simon Tuange, segera berakhir pada Minggu tanggal 21 Juli 2019.
Sebagaimana diatur dalam ketentuan Pasal 78 ayat (2), huruf A, UU No 23 Tahun 2014 ditegaskan bahwa Kepala Daerah (KDH) dan atau Wakil Kepala Daerah (WKDH) diberhentikan karena berakhir masa jabatannya.
Di dalam Ketentuan Pasal 131 ayat (4) Peraturan Pemerintah (PP) Nomor 49 Tahun 2008 ditegaskan bahwa dalam hal jabatan Kepala Daerah (KDH) dan atau Wakil Kepala Daerah (WKDH) terjadi KEKOSONGAN, Sekretaris Daerah (Sekda) melaksanakan tugas sehari hari Kepala Daerah (KDH).
“Untuk menghindari kekosongan pimpinan daerah di Kabupaten Keputusan Talaud, diminta kepada Sekda Kabupaten Kepulauan Talaud untuk melaksanakan tugas sehari-hari Bupati Kepulauan Talaud sejak Bupati dan Wakil Bupati berakhir masa jabatannya, sampai dengan kebijakan lebih lanjut dari pemerintah.
Sehubungan dengan hal tersebut, agar saudara Gubernur memberitahukan hal tersebut kepada saudara Sekda Kabupaten Kepulauan Talaud, dan mendapatkan perhatian dalam pelaksanaannya,” bunyi Surat No. T.131.71/3827/Otda, atas nama Mendagri yang ditandatangani Plt Dirjen Otda Drs Akmal Malik MSi tertanggal 18 Juli 2019.
Dengan bunyi Surat Kemendagri di atas, maka Drs Adolf Binilang yang saat ini menjabat sebagai Sekretaris Daerah Kabupaten Kepulauan Talaud, ditunjuk sebagai Pelaksana Harian (Plh) Bupati Kabupaten Kepulauan Talaud. (Rosok)
